Ethiopia Forefront in Accelerating Regional Economic Integration, Stability

Addis Ababa, May 1/2024 (ENA) Ethiopia is at the forefront in acceleration regional economic integration and regional stability, Finance Minister Ahmed Shide remarked at the World Economic Forum held in Saudi Arabia. The minister stated that Ethiopia is also a backbone of cooperation between the horn of Africa and the Arabia which is a rising partnership as they are very much intertwined geographically with bondages of history and people stressing the need to leverage both capacity to advance our collective challenges in the region. Regional integration and stability is the anchor of Prime Minister Abiy Ahmed’s foreign policy, the minister said, Ethiopia has been a leading country in Africa regional connectivity as well as the Ethiopian Airlines is playing a major role in bringing Africa to the rest of the world, he added. Noting that regional challenges require additional cooperation both in terms of South South cooperation which is going to complement the existing cooperation, Ahmed explained the importance of the BRICS. “The BRICS is a very important platform of cooperation globally which Ethiopia is proud to be its member. Ethiopia believes the BRICS is going to complement the already existing cooperation between the countries, “ he added. The BRICS is rising in the global economy, technology and innovation, Ahmed said underscoring the importance of increasing cooperation with the group. Ethiopia believes that it can leverage its capabilities with the BRICS members in attracting FDI, and leveraging technological cooperation, he stated. “There are a lot we can do together in terms of trade, infrastructure development, technology transfer and capacity building. The BRICS also advocates for enhanced cooperation between developing countries or South South Cooperation. And this is very important platform to address the global challenges. “
Labor, Skills Minister Pledges to Reinforce Protection of Workers Rights in Ethiopia

Addis Ababa, May 1/2024 (ENA) Ethiopia will continue its endeavors to ensure industrial peace, safety of workers at work place and protect their rights and interests, Labour and Skills Minister Muferihat Kamil said. International Labour Day was observed in Ethiopia for the 49th time today. The program held in Addis Ababa brought together the Labor and Skills Minister, trade union representatives, and other government officials. Speaking on the occasion, Muferihat said the effort to protect the interests and rights of workers as well as their safety will continue. According to her, systems based on studies have been under implementation to meet the demand of workers. She also reaffirmed that the work of ensuring industrial peace, safety at work and respecting the interests of workers and increasing productivity will continue. To sustainably protect the rights and interests of the workers, the minister revealed that a reform based on the growing needs of workers is under implementation. The government has also given due attention to ensure that employees at all levels acquire proper qualifications, knowledge and skills. Muferihat further underscored the importance of increasing industrial production and productivity to significantly contribute to growth. President of Confederation of Ethiopian Labour Unions Kasahun Follo said on his part that concerted efforts have been carried out in cooperation with the government to protect the rights and interests of workers. In addition to protecting the rights and interests of workers, directions to increase the productivity of industries are being implemented, he added. The International Labor Day, also known in some countries as May Day, is observed every May 1 to pay tribute to the contribution of workers across the world.

The minister made the remark at a training given to members of House of People's Representatives and Regional councils on nation building. Although a national consensus is critical for sustainable peace, the ways we followed to create national consensus did not follow the right direction, he noted, adding that this prevented the country from creating the national consensus desired. According to him, it was not possible to create a lasting peace and national harmony in Ethiopia because of the political deadlock in the past. The root of Ethiopia's political and social breakdowns is focusing only on the previous bad or good stories, Binalf elaborated. Even if Ethiopia has a long history of government formation and an early civilization, the main secret of countries that are better than Ethiopia in terms of universal development is that they have learned from their past and made their future better. "While Ethiopia boasts a rich history and ancient civilization, the ability to draw lessons from history and apply them to contemporary challenges is essential for progress and development." This is what countries that have rapidly advanced in terms of universal development have often done by leveraging their historical experiences, both positive and negative, to inform their policies and strategies, the minister pointed out. He stressed that there should be continuous dialogue and mutual understanding among the entire society of the country in order to ensure lasting peace and development in Ethiopia. Exerting maximum effort to ensure consensus on key issues pertaining to national identity, national interest, and national values is crucial, according to Binalf. This emphasis underscores the importance of uniting the populace around shared values and aspirations, which are essential for fostering social cohesion and driving collective progress. The minister believes that Ethiopia can strengthen its foundation for sustainable development and prosperity by prioritizing consensus-building on these fundamental pillars of nationhood. In this regard, legislative bodies play a crucial role in nation-building, primarily through the enactment of laws and policies that shape the social, economic, and political landscape of a nation. Binalf underscored that the development and growth of a country are guaranteed through continuous progress, driven by leadership at all levels and the cooperation of the people. The half-day training was organized by the Ministry of Peace.
Ethiopia to Share Experiences in Aviation at ICAO Symposium

Ethiopian Airlines Group Observes International Labour Day 2024

Addis Ababa, May 1/2024 (ENA) The employee and leadership of Ethiopian Airlines Group have observed the nationwide International Labour Day 2024 this morning. Speaking on the occasion, Ethiopian Airlines Group Primary Basic Trade Union President Tekalegn Terfassa said the day creates opportunity to enhance the collaboration between employee and the leadership. The president stated that "on this day we promise to ensure our industrial peace." Ethiopian Airlines Group CEO Mesfin Tasew said on his part that the day meant a lot for both the employees and the employer. On celebrating the Labour Day we are reminded of the need to extend reasonable payment, create good working environment, and strengthen unity, he added. The day makes the employer think about the success of the company, Mesfin noted, adding that but that can only be achieved by treating employees in a good manner, respecting the rights of employee, and providing essential benefits, among others. According to him, the Ethiopian Airlines Group believes that its big resource is its human resource. For the CEO, the day has equal meaning for both employees and employers. The International Labour Day or May Day has been celebrated in Ethiopia the 49th time and for 135th time globally.

AFLEX President Says Ethiopia will Strengthen Effort to Ensure African Peace, Development

Addis Ababa, April 30/2024 (ENA) Ethiopia will intensify its role in the effort to ensuring peace, development and democracy in Africa by inculcating efficient leadership in the continent, African Leadership Excellence Academy (AFLEX) President Zadig Abraha said. The president made the remark at a discussion forum held with ambassadors and diplomats of African countries based in Addis Ababa today. Zadig highlighted the activities of the academy aimed at producing efficient leaders not only in Ethiopia but also in other African countries as a whole. Noting the increasing interest to attend the training at AFLEX, he revealed that more than 120 leaders of African countries have received training over the past two months alone. According to the president, Ethiopia’s crucial and longstanding role in ensuring sustainable peace, development and democracy in Africa has been intensified by promoting efficient leadership in the continent. Several Africans have now been receiving training at AFLEX. To realize its mission, the academy has been reorganized in a modernized way under the initiation of Prime Minister Abiy Ahmed with a view to providing training for capable leaders. El Salvador to Open Diplomatic Mission in Addis

A delegation led by El Salvador's Foreign Minister, Alexandra Hill Tinoco, met with Foreign Minister, Taye Atske Selassie, according to the Ministry of Foreign Affairs. In their discussion, the two ministers exchanged ideas on issues that would enable them to strengthen their bilateral relations and their cooperation in multilateral forums within the South-South framework. This message comes after the successful completion of a critical pre-deployment training program for over 100 DRMC leadership and staff members at the African Leadership Excellence Academy. Disaster Risk Management Commission Commissioner Shiferaw Teklemariam emphasized the importance of this shift in Ethiopia. “We must have a comprehensive understanding of our Commission, policies, and activities – especially not just relief handouts, but how to end reliance on them altogether." Shiferaw said that it may be difficult to shortly springboard towards this sustainable solution but the work should start now stressing that the reliance on relief handouts, which lasted for over six decades, should gradually end. He pointed out the agricultural potential resources across many regions of the country to move beyond the decades-long cycle of relying on emergency aid. In February, the Council of Ministers approved a revised Disaster Risk Management Policy, replacing the one used for the past two decades. Following this, the commission implemented human resource reform to effectively manage and respond to any multi-hazard natural and manmade challenges in the country. It is our duty to manage and respond to any multi-hazard, including sufferings from lack of nutrition, flood and hunger, he pointed out.

International Labour Day was observed in Ethiopia for the 49th time today. The program held in Addis Ababa brought together the Labor and Skills Minister, trade union representatives, and other government officials. Speaking on the occasion, Muferihat said the effort to protect the interests and rights of workers as well as their safety will continue. According to her, systems based on studies have been under implementation to meet the demand of workers. She also reaffirmed that the work of ensuring industrial peace, safety at work and respecting the interests of workers and increasing productivity will continue. To sustainably protect the rights and interests of the workers, the minister revealed that a reform based on the growing needs of workers is under implementation. The government has also given due attention to ensure that employees at all levels acquire proper qualifications, knowledge and skills. Muferihat further underscored the importance of increasing industrial production and productivity to significantly contribute to growth. President of Confederation of Ethiopian Labour Unions Kasahun Follo said on his part that concerted efforts have been carried out in cooperation with the government to protect the rights and interests of workers. Together, we embark on a journey to transform the landscape of agricultural financing and risk management." According to him, finance is important in bringing about structural change in agriculture sector. Girma underlined the need to build resilient farmers and pastoralists by enhancing synergy between financial institutions, insurance providers, and agricultural community to help farmers access fertilizers, improved seeds and other agricultural inputs. At the workshop, the importance of addressing the lack of agricultural insurance and managing risks associated with agriculture was emphasized along with the need to update agricultural practices and embrace agribusiness principles that require adequate financing. Lessons were also shared on establishing the link between agricultural transformation and financial services as well as revamping agricultural and rural financial services to transform Ethiopian food systems. The workshop comes on the heels of the just approved Agriculture and Rural Development Policy. The policy aims to improve the provision of credit and facilitate income transfer to commercial farming that ultimately improve the lives of farmers and pastoralists. As part of this initiative, the National Bank has introduced a credit guarantee scheme to enable farmers to access loans for essentials such as fertilizer and machinery. The policy also aims to drive economic growth in rural areas and improve the living standards of rural communities. Partners, policymakers, and representatives of financial institutions took part in the one-day workshop that focused on assessing the current state and future potential of access to finance in agriculture.

To promote electric mobility, the city administration has been transitioning its own fleet to electric vehicles. Additionally, private investors have provided 20 electric minibuses and two buses to the public, which have proven efficient in transporting large numbers of people due to their speed. The head highlighted his Bureau's commitment to supporting private transport providers in the sector and urged them to invest in electric charging stations. He explained that such investments serve multiple purposes, including reducing air pollution, minimizing fuel consumption, mitigating noise pollution, and protecting the environment. He elaborated that one of the primary focuses of the homegrown economic reform is information technology, and the government is dedicated to fostering sustainable development through the Digital Ethiopia 2025 initiative. The objectives of the draft national E-commerce strategy include bolstering economic growth, enhancing international competitiveness, and seizing new opportunities for advancement, Temesgen highlighted. Ethiopia has implemented enabling legal framework by opening business sectors that were closed to foreign companies, engaging in the African Free Trade Zone and other competitive and sustainable foreign and domestic trades. In this regard, E-Commerce strategy is crucial as it is mandatory to create a modern and technology-driven business system, the deputy PM further explained that the growth of the E-Commerce market is expected to enhance and accelerate the government's digital transformation efforts. JICA Keen to Develop Young People's IT Skills in Ethiopia

In an exclusive interview with ENA, Chief Representative of the JICA to Ethiopia, Kensuke Oshima said the agency has been cooperating with Ethiopia for 50 years in multifaceted spheres Ethiopia has a huge number of population, where the majority of the people are young, he said, adding “I think there no doubt that Ethiopia has a big opportunity for economic growth in the future.” Thus, the representative said that the country is trying to transform the economy by focusing on business digital transformation that needs support. “I understand that digital transformation can advance the economy of this country,” he added. However, IT infrastructure facilities across the country are limited, while the people in urban areas can enjoy the smartphones, the people in the rural areas still may not have the access, he noted. Therefore, he stressed that expanding IT infrastructure services for the people in rural areas and developing the know-how of the people who already use IT are needed for further development. Now, the Ethiopian government is inviting foreign investors to the country, such as Safaricom and other industries he said, adding that in this regard addressing technical constraints facing Ethiopian technicians in the industry is critical. He underlined “we have to support the development of young people's IT skills in this country.” To this effect, he recalled that JICA and the Ministry of Innovation and Technology, Sumitomo Corporation and Safaricom Ethiopia signed MoU for developing IT knowledge and technology. The primary objective of this MoU is to establish joint working groups to the realization of the Ethiopian government's program, Digital Ethiopia 2025 and accelerate the development of innovative solutions through effective utilization of digital technologies, he said. He mentioned that JICA graduated 50 young IT technicians and it is working to expand the program. JICA is trying to provide IT training to 10,000 young people in Ethiopia in collaboration with other partners, he said. On other hand, he added that JICA will support startups in Ethiopia. Supporting startups in Ethiopia is still a new area for JICA, he said, adding it launched the Project NINJA (Next Innovation with Japan) in January 2020, which works in multifaceted support for entrepreneurs who take on the challenge of solving social issues in Africa, he said. “Here in Ethiopia, we have the center operation because it needs to be innovative technology and we are supporting a logic analytic creation program and the funding of a much improved program for the startupers in Ethiopia. We are still continuing such a program,” he added. Noting a startup can be a game changer of technologies, he said, adding “I think it will be a big opportunity for economic development in Ethiopia.”

The 29-year-old Athlete ran a staggering 2:11:53 to take over two minutes off Brigid Kosgei’s world record of 2:14:04 from 2019. In her first race of 2023 and only her third marathon ever, Tigist Assefa charged to a massive lead and didn’t look back. Assefa went out aggressively, separating herself from the pack after 15K and only continued to grow her lead. Sheila Chepkirui of Kenya ended up second in 2:17:49, followed by Tanzanian Magdalena Shauri in 2:18:41. It is to be recalled that Assefa's winning time is the 13th world record to be set in Berlin, where she won last year in 2:15.37. Addis Ababa, April 29/2024 (ENA) The national environmental programs of the Nile riparian countries have been greatly contributing to the sustainability of the basin, Executive Director of the Nile Basin Initiative (NBI) Secretariat told ENA. Executive Director of NBI, Florence Grace Adongo underlined that as the environmental sustainability is one of the key pillars, NBI has continued to push those riparian countries to reinforce the program at the national level. “What we are doing is encouraging countries at the national level of their environmental re-afforestation and restoration program,” executive director revealed. In this regard, Adongo lauded Ethiopia for its commendable strides in executing various environmental programs including the Green Legacy Initiative. “Ethiopia has done very well and we appreciate that,” she said. Similarly, other countries for example Kenya, Uganda, Burundi, among others have got annual targets as well, she added. Thus, she praised the efforts of countries at the national level, which are hugely impacting the sustainability of the Nile Basin, adding that for which we would want to appreciate nations for their contribution. Alongside the environmental programs, the executive director stated that the Nile Basin Initiative secretariat is demanding resource mobilization to implement extra projects for the basin. As the secretariat continues to reiterate its commitment, we are also looking into resource mobilization and having projects going forward, Adongo further revealed. Mentioning key pillars to manage and sustainably develop the common Nile Basin, the executive director indicated that some of them do not attract resources quite easily like others. “We are adapting an integrated approach. If we are working in one basin for example developing hydro-power, we should also look at the catchment. If the catchment of that basin is not maintained then the infrastructure that we have built will not be sustainable.” Regarding the role of NBI in over 25 years engagement, Adongo said it served as the platform for dialogue, a catalyst for change, fostering regional integration, enhancing competitiveness and unlocking the Nile Basin's immense potential for Africa and beyond. NBI covers 10 percent of the African continent and is home to almost a quarter of the continent's population. In spite of its immense potential for massive development, Nile Basin countries face key development challenges which are related to water security, energy security, food security and vulnerability to the environmental shocks that are rising from the negative impacts of climate change. Acknowledging the aforementioned challenges, Adongo revealed that no county can manage these unilaterally. Therefore, she stressed that countries across the Nile Basin should come together to find a common solution for such common problems. Nile Basin Initiative is a regional intergovernmental partnership launched by the Nile Basin countries on 22nd February, 1999 to manage and develop the shared Nile Basin water resources in a cooperative manner, share substantial socio-economic benefits and promote regional peace and security.

According to Office of the Prime Minister, the initiative named 'Clean Ethiopia,' includes a fundraising component under the theme 'Clean Cities – Healthy Lives.' On his part, Prime Minister Abiy posted on X: “As we embark on this new initiative, I call upon all Ethiopians to contribute their share in creating cities that are conducive for everyone.”
Ethiopia’s Green Legacy Initiative Launched in University of Sialkot, Pakistan

Addis Ababa, April 25, 2024 (ENA) The Ethiopian Ambassador to Pakistan, Jemal Beker along with Coordinator to the Prime Minister on Climate Change and Environmental Coordination has launched the “Ethio-Pakistan Fraternity Under Green Legacy” initiative at the University of Sialkot, Pakistan. In its press release sent to ENA today, the embassy said that this Green Legacy Initiative will be instrumental for fostering fraternity between Ethiopia and Pakistan. Ambassador Jemal and Coordinator to the Prime Minister Pakistan on Climate Change and Environmental Coordination Romina Khurshid Alam launched the initiative in presence of government officials, religious community, businessmen, academia students, civil society and media, according to the press release. The initiative was launched as part of collaboration among the embassy of Ethiopia, Pakistan’s Ministry of Climate Change and the University of Sialkot, it was indicated. More than 200 plants of different indigenous species were planted under the “Ethio-Pakistan Fraternity Under Green Legacy” Initiative which was followed by a climate walk in the town which was participated by a large number of people. Currently, Ethiopia has embarked on an ambitious campaign of planting billions of trees every year in an effort to achieve a greener and cleaner environment and tackle the adverse effects of the climate crisis. As part of the ambitious Green Legacy Initiative to plant 50 billion trees in two phases, so far the country has planted more than 32.5 billion trees through the initiative launched by Prime Minister Abiy Ahmed in 2019 Addressing the launching ceremony, Ambassador Jemal Beker expressed gratitude for the Government of Pakistan for joining hands with the Ethiopian embassy for fostering brotherhood and fraternity between the two big nations. “Today we gather here not only to save the planet earth but also to connect the two big and historic nations, the heirs of civilizations and protectors of the rule-based world order while fighting together the global challenges such as terrorism and climate change,” the Ambassador remarked. Ambassador Jemal recalled the recent flash flood that brought devastation to Pakistan’s shore which he had personally witnessed during his visit to tent cities in Sindh. “Climate change is an existential threat that will not spare any place or area on this planet earth if we did not come together to combat this challenge which is not a problem for only Pakistan or Ethiopia but the rest of the world,” he said. To this end, he said the embassy of Ethiopia launched the Green Legacy Initiative to contribute to the efforts of the Government of Pakistan towards a greener and cleaner future for the next generations. He further stated that the Ethiopian embassy along with other stakeholders would do massive plantations throughout the week in other major cities including Lahore, Faisalabad, Gujranwala, Sheikhupura and others. “Our efforts in this regard are completely aligned with the vision of Prime Minister Abiy Ahmed who transformed Ethiopia under his Medemer philosophy which strongly advocates for aligning all the resources to provide home grown solutions to the home grown problems,” the ambassador stressed. Jemal added Ethiopian Prime Minister Abiy Ahmed mobilized the whole nation under the Green Legacy initiative and so far, more than 32.5 billion seedlings planted across the country in the last five years which included the saplings of fruits like avocado, papaya, banana, oranges, olives and many others. Likewise, coffee, animal feed and floral plants were also planted, taking us closer to our target of 50 billion seedlings until 2025. In addition to that, more than 150,000 nurseries were set up in the country as well as over a million jobs. Ethiopia's Green Legacy Example for Africa: UK Climate Directorate Head

Addis Ababa, April 24/2024 (ENA) Ethiopia's Green Legacy tree-planting program is a leading example for Africa, UK Climate and Nature Africa Directorate Head said. UK Foreign, Commonwealth and Development Office Climate and Nature Africa Directorate Head, Julian P. Wright, told ENA that Ethiopia has shown progress in its seedlings planting programs since international climate conferences in Durban and Dubai. “Ethiopia has progressed since the Durban COP in terms of planting, and a number of examples stand out. The tree planting (Green Legacy), is really good, really important in a country where forestry is a key part of the economy.” According to him, the UK has a long-standing partnership with Ethiopia on climate change initiatives and hopes that the country can successfully deliver on its ambitious commitments. The UK is a strong advocate for locally-led adaptation strategies and social protection programs to build resilience at community level, the head stated. "In Ethiopia we are big supporters of social protection; the SNP programme for example as a way of improving resilience to climate change on the ground, and locally led adaptation is key." The head said the UK has played a key role in establishing the new loss and damage fund at COP 28, aimed at assisting developing countries facing the brunt of climate change impacts. Continued collaboration between Ethiopia and its partners like the UK will be crucial in ensuring a sustainable future for the African continent, Wright noted, and promised to continue the partnership in the field between the countries. Planning and Development State Minister, Seyoum Mekonnen on his part expressed Ethiopia's desire to expand the Green Legacy program and become a renewable energy exporter in Africa. He revealed that sharing seedlings and exporting renewable energy to neighboring countries are already underway. “We are striving to connect countries in Africa through the Green Legacy program and energy transition,” the state minister added. Building a climate-resilient economy and reducing greenhouse gas emissions are central pillars of Ethiopia's 10-year development plan, with the ultimate goal of achieving net-zero emissions and a climate-resilient economy by 2050.

Transitional Justice Viable Instrument for Ethiopia’s Durable Peace

Of late, the National Intelligence and Security Council issued a statement, emphasizing the significance of the Transitional Justice Policy which the country has embarked on rectifying injustices inherited from past history. Ethiopia is a big country with a population of 120 million and with a diverse range of resources. Nonetheless, the country has not yet attained its aspiration as well as material progress due to its backward political system. It is unfortunate that Ethiopia’s stagnated political practice and divisive discourse has left fundamental issues of the country unanswered for centuries. As a result, Ethiopia has endured various transgressions, heinous activities and violation of basic human rights. Those in political authority have thus far disregarded the voices of others by placing the blame on the people they view as violators. A series of political systems have not only engulfed the country and its people into a miserable life but also caused serious hostilities and resentment among citizens. Authorities crushed those forces that made demands for change of course, resulting in that disputes were unsettled and transferred to posterity, weakening the statehood of Ethiopia. Such approaches have been dragging the nation for an endless bloodshed, fragmentation, and face the quagmire of poverty. As these backlogs of Ethiopia have caused protracted disputes, misunderstandings, and instability, the country should come up with a viable mechanism which could change the state of affairs. To this effect, the reformist government of Ethiopia has adopted a Transitional Justice Policy as a viable mechanism to heal the wounds of the victims and avoid resentment which has been the main causes to the instability and underdevelopment of the country. In this regard, the current government is striving to write a new history and reversing the centuries-old resentment and hostilities by implementing the Transitional Justice Policy. The transitional justice policy which is believed to contribute to sustainable peace, reconciliation and justice in Ethiopia has been developed through extensive consultations with pertinent stakeholders and incorporating international experiences with the objective to avoiding resentment by breaking the dichotomy between the transgressors and the victims. One of the bold steps and matured leadership of the Ethiopian government is its move to settle disputes through peaceful means. The Pretoria Peace Agreement is an unprecedented decision of the government. The peace deal ended the conflict in northern Ethiopia by fostering a culture settling disputes peacefully. This peace agreement signifies a mature and resolute decision to prevent future generations from inheriting a legacy of winners and losers characterized by animosity. By embracing this alternative approach, the nation managed to halt bloodshed and conflict. By signing of the peace agreement, the government went beyond its obligations stipulated in the accord and implemented a series of measures deemed necessary to cultivate trust and sustain peace. Considerable financial resources have been allocated by the government to facilitate financial and economic activities in the Tigray region. Given the substantial benefits of peace, the government has achieved beyond its obligations to heal the wounds inflicted by the conflict. However, this should be considered as a responsibility lies with the government and should not be misconstrued as an act of fear. In order to expedite the process, a National Rehabilitation Commission has been established. Hence, reconstruction and rehabilitation initiatives have commenced in the Amhara, Afar, and Tigray regions. The government has also established an environment conducive to the unhindered delivery of humanitarian aid to Amhara, Afar, and Tigray regions. Specifically, in compliance with the agreement, it is imperative that the TPLF militants and other armed groups must disarm to address the issues surrounding areas defined by claims of identity and administrative affairs. Efforts to restore peace and resettle those displaced by the war must be ended. Failing to learn from past mistakes is more detrimental than committing an initial error. Without drawing lessons from our past mistakes, it is incumbent upon us to collaborate in subduing those who persist in perpetuating the same problems we face today. We must heed the dire consequences of employing law enforcement without exercising patience, as evident in our recent history. As it is stipulated in the Pretoria Agreement and enshrined in our Constitution, regional states are prohibited from maintaining armed and organized forces beyond the police and militia required for law enforcement at the state level; they should not exceed this limit. Hence, the disarmament process and associated procedures must be expeditiously implemented in accordance with the Rehabilitation Commission's plan. In nutshell, the Transitional Justice policy gives utmost attention to ensure its inclusivity and independence as the overall preparation involved 60 consultation sessions with regional stakeholders and another 20 sessions at the national level to gather inputs to improve the contents of the policy document. The policy has been issued with the objective of laying out the system in which a transitional justice can be secured to bring forth sustainable peace, reconciliation, prevalence of law and order, justice and democracy. For its successful implementation, several instruments will be employed including criminal investigation, putting the culprits before the courts of law and investigating the truth, forgiveness, compensation and other possible means like introducing reforms in systems.
Ethiopian National Dialogue Processes Proceeding As Planned

In a statement the National Intelligence and Security Council of Ethiopia issued recently, it emphasized the imperatives of the processes of the National Dialogue and Transitional Justice Policy which the country has embarked on rectifying shortfalls inherited from past history. This article focuses on the highlights of national dialogue. The change of political power in Ethiopia in 2018 ushered in a great deal of democratic space for the people of the country. The incumbent government has been taking various series of measures to build strong and viable institutions vital for the transformation of the democratic system of the country. Right from the outset, the government underlined that aggressive socioeconomic and political transformation was imperative to take Ethiopia into a new heights. In its long history of statehood, Ethiopia lacked the experience of settling political differences, disagreements and conflicts in a legal and peaceful manner through discussions and dialogues, the statement recalled. Accordingly, amendments were made to existing laws and policies that were bottlenecks for the democratic system by engaging independent experts during the first two or three years of office. All these measures were made to expedite the nation building process by creating an enabling environment for the public and stakeholders’ wider engagement in all aspects of the country’s endeavors. The council noted that the country experienced rampant resentments and distrust perpetuated over the past several decades among the various sections of the society coupled with the interests of individuals and groups that operated in the name of political party, fueling different forms of conflict and instability in the country. This is mainly attributed to the weak democratic culture that the country experienced in its history in resolving political disputes, arguments, and conflicts through peaceful talks and dialogues. The political culture in our nation has been shaped by the ambitions of individuals who have taken over positions of authority through coercion and have continued to impose their will by having complete control over everything available to them until they are removed by force. In response to this challenging situation, the country has conducted extensive processes to hold the first ever inclusive national dialogue that involves all segments of the society with a view to resolving centuries old predicaments that the country is facing, heal resentments and wounds caused during the heinous acts of previous political systems. The reformist government has been reiterating its full support and commitment to the successful conduct of the inclusive dialogue that aims at correcting major fault lines paving the way for creating consensus on basic national issues to the 120 million peoples. The incumbent government has demonstrated the emergence of a new political culture through a national election that showed the desires of the people and formed a government that is based on the will of the peoples. Moreover, the government has demonstrated that this nation is common home for the citizenry. To this effect, the government engaged leaders and members of other political parties into the state nomenclature, which is a new political departure in the history of Ethiopia. Towards rectifying rampant mistakes inherited from the past, the government initiated the establishment of an independent National Dialogue Commission with 11 commissioners who have proven scholarly independence, impartiality and enthusiasm to see a peaceful, democratic and prosperous Ethiopia. The commissioners of the National Dialogue, who were appointed to serve their country, are of high caliber and rich experience. The law has empowered them with extensive power to conduct their duties of coordinating and conducting an inclusive national dialogue. They have now charted out extensive outlines on how the inclusive dialogue should be conducted by consulting pertinent stakeholders. Accordingly, the process of identifying candidates, who would participate in the national dialogue in 10 regional states and two city administrations and districts have been completed. Meticulous and painstaking tasks have been accomplished in this regard. It has also engaged communities at all levels. This strategy has considered the public who are the owners of the process as the epicenter of the entire deliberation.The process in the dialogue including the preparation of agendas was not done only from top to bottom but has also initiated idea generation for discussion and agendas were suggested to the higher bodies of the commission It is expected that the commission will commence dialogue in regional levels within few weeks. It is also expected to finalize identification of participants shortly in areas where identification of participants have not yet conducted. Thus far, some 12,294 participants have been identified from 679 districts, that would participate in the process, have already been identified.
