HPR Discusses Draft Proclamation to Restructure Four Federal Ministries

Addis Ababa, October 7, 2026 (ENA)— Ethiopia’s House of People's Representatives (HPR) is deliberating on a draft proclamation that aims to restructure four federal executive ministries, while maintaining the total number of ministry-level institutions at 22.

The draft proclamation, presented during the first special session of the 7th HPR, seeks to determine the designation, organizational structure, powers, and duties of federal government executive organs.

According to the social media post by the House of Peoples Representatives, Member of the House and Government Representative, Fekadu Tessema, elaborated that the proposed changes are intended to enhance operational efficiency and align the institutions more closely with their respective mandates.


Under the draft, the Ministry of Culture and Sports would be reorganized as the Ministry of Youth and Sport, while the Ministry of Tourism would be re-established as the Ministry of Culture and Tourism.

The changes also include renaming the Ministry of Planning and Development as the Ministry of National Strategy, and the Ministry of Transport and Logistics as the Ministry of Logistics.


Despite the restructuring and re-establishment of the four ministries, the total number of ministry-level executive institutions would remain unchanged at 22.

Minister of Planning and Development Fitsum Assefa presented detailed explanations of the draft proclamation to the House as lawmakers deliberate on the proposed institutional changes.
