Council of Ministers Passes Decisions on Draft Laws, Regulations

Addis Ababa June 20 /2024 (ENA) The Council of Ministers has approved several draft laws and regulations during its 36th regular session today, governing areas such as aviation, third-party vehicle insurance, road traffic control, and the education sector.
The Council first discussed on the bill drafted to revise the international aviation convention which aims at upholding national interests, enhance Ethiopia's representation and voting rights at international fora, and ensure global recognition of the country's civil aviation structure.
After discussing on the draft bill, the council unanimously decided to send it to the House of People's Representatives for approval.
The other agenda discussed by the Council of Ministers was the Third-Party Vehicle Insurance regulation that intends to standardize procedures nationally, strengthen enforcement, determine premium rates and deductible amounts for third-party vehicle insurance policies, and introduce appropriate coverage for electric vehicles entering the industry.
The Council approved the regulation and announced its enforcement upon publication in the Federal Negarit Gazette.
Road traffic control draft regulation was the other agenda discussed by the council.
Recognizing road traffic accidents as a cross-cutting societal issue causing loss of life, bodily harm and property damage, the Council of Minister approved the regulation with detailed provisions to control road transport traffic flow based on prevailing conditions.
The Council after deliberating of the draft regulation endorsed its implementation upon publication in the Federal Negarit Gazette.
General education draft proclamation was the other agenda tabled at the Council of Ministers meeting today.
The draft proclamation aims at ensuring equitable access, quality and relevance of primary and secondary education for all citizens nationwide.
The draft bill covers curricula, school organization, teacher affairs, non-government education institutions' oversight, among other provisions.
The Council approved the general education draft proclamation to be transfered to the House of Peoples Representatives after incorporating amendments.
Finally, the Council of Ministers discussed on regulation drafted to decide on a national qualification’s framework.
Underlining the need to assure quality, comparability and recognition among qualifications awarded for education and training programs, the Council endorsed the regulation aimed at establishing accountability standards and a national qualifications framework.
The council has decided for the regulation to be effective upon publication in the Federal Negarit Gazette after deliberating on the matter.
